Schematic Design is fast-tracked for projects that have already undergone a Feasibility Study.

A document that enshrines the deliverables of a project.
For landed houses, the Design Brief is a fundamental document that is approved by the Client by the end of Schematic Design and sets the stage for the preparation and submission of Building Plans to all relevant government agencies for regulatory approval.
For interior renovation projects, the Design Brief documents more fine-grain requirements such as the desired seating capacity of a Living Room or whether concealed or exposed shower mixers are preferred for a shower cubicle.

Adding an additional storey will entail submissions to URA, BCA, and possibly SCDF, if the resultant building is four storeys (inclusive of basement or attic), amongst other relevant authorities (depending on the other scope of works involved).
All things considered, there isn’t a significant time saving during the design and building plan approval stage of a project between adding an additional floor and a reconstruction project.
Cost-wise, adding an additional floor will require the Main Contractor to mobilise lorry cranes for an extended period to facilitate the removal of debris during demolition and for hoisting materials when construction is in full swing. This is an additional cost component compared to a ground floor extension or internal renovation.
Any building where building works are being carried out is not suitable for occupation. With reference to Clause 12(1) of the Building Control Act, a person must not occupy, or permit or cause to be occupied, any building where any building works have been carried out unless the Commissioner of Building Control has issued a certificate of statutory completion in respect of that building.
